What is a "Shinsei Toritsugi Gyōsei-shoshi" (Application Proxy Administrative Scrivener)?
A "Shinsei Toritsugi Gyōsei-shoshi" is an administrative scrivener who has undergone specific training related to immigration control. They are authorized to submit applications and other related documents on behalf of the applicant. They can act on behalf of the foreign individual or companies employing foreigners to submit the application documents and receive the approval and certification. Therefore, when you request the services of a "Shinsei Toritsugi Gyōsei-shoshi", the individual or company typically does not need to appear in person at the Immigration Bureau.

I cannot come for a consultation during weekdays because of work. Is it possible to consult during the evening or on weekends?
Yes, consultation is possible. First, please contact us with your preferred date and time either by phone or through our inquiry form. With prior reservations, we are available from 9:00 am to 8:00 pm on weekdays and from 10:00 am to 6:00 pm on weekends and holidays. We can also accommodate consultations outside these hours with advanced booking.
To what extent is the guarantor responsible?
In visa applications, a "guarantor" is a person who assures the head of a diplomatic mission abroad (Japanese ambassador, consul general, etc.) that the stay of the foreign visa applicant in Japan will be lawful. The responsibility of the guarantor does not carry legal liability as in the case of a "guarantor" under civil law but is limited to a moral obligation. However, if it is deemed that the guaranteed matters (living expenses, return travel expenses, and compliance with laws and regulations) are not fulfilled, it is only natural that the person's credibility will be compromised in any subsequent visa applications where they act as a guarantor. Nevertheless, whether one is a guarantor or an inviter, if they create documents that falsify their relationship with the visa applicant or the purpose of the visit, leading indirectly to the entry of terrorists or involvement in crimes such as human trafficking, they may be subject to criminal liability.
