The Japanese government has recently carried out various policies and revisions to attract more highly skilled workers. The government has reportedly reduced the required staying period of Highly Skilled Professionals with over 20-million-yen yearly income to apply for permanent residency to 1 year. In July 2021, a new category of “Financial Personnel” has been added to the Highly Skilled Professional visa, with a relaxed requirement for accompanied family members. Specifically, allow the hiring of domestic workers for those with a busy schedule and little time. This time, we would like to explain some detail for foreigners in Japan who are considering hiring domestic workers. “Domestic workers” here means workers who take instruction from the family and help out with chores. “I’m too busy with work and no one can take my place for me to take care of my kids!” “Doing chores when sick is harsh!” If you have similar concerns, have you heard that hiring domestic workers is possible in Japan, and can help out with many of the above problems? Of course, there are some requirements for hiring domestic workers, and not everyone is eligible.
The form of employment for domestic workers
Domestic workers can have three types of residential status
Immigration Accompanying Type (Designated Activity Notification No. 2-2)
- Accompany the employer entering Japan
- Can be hired by those who are single
Family situation type (Designated Activity Notification No. 2)
- Hired after the employer came to Japan
- Eligible only if the employer has a child under 13 years of age and either the spouse has a medical condition or both parents work
Financial Personnel (Designated Activity Notification No. 2-3)
- Both of the above two types are eligible
To avoid confusion, we will first talk about the differences between types.
Later we will explain further, that the difference between Immigration Accompanying Type and Family situation type is whether the employer is already in Japan, in other words, depending on the employer’s residential status (if exists).
Residential status eligible for hiring domestic workers
Currently, three types of residential status allow hiring domestic workers:
1) Highly Skilled Professional
2) Business Manager
3) Legal and Accounting Services

Essentially:
Highly Skilled Professional status allows for hiring domestic workers before and after coming to Japan.
Business Manager status or Legal and Accounting Services status only allows for hiring domestic workers after coming to Japan.
